Governor Neff considered the establishment of the State Parks Board to be one of his most important achievements. In the early days, the board received no appropriation from the legislature to buy parkland; it was able to acquire land only through donations. New Deal programs in the 1930s, including the Civilian Conservation Corps, the National Youth Administration, and the Work Projects Administration, contributed greatly to developing 31 parks for the system by the time of World War II.

In 1963, the Parks Board was merged with the Texas Game and Fish Commission to form the Texas Parks and Wildlife Department.
